IMHO BC promote "cycling", just like the UCI does, it's only when you look at the small print that you realize that it is stick bike cycling. If recumbents are not a problem then why not add them as a category like BMX and delegate their regulation to the BHPC?

Spngebob Squarepants has a colleague at the Krusty Krab diner by the name of Squidward Tentacles...

As the picture below shows, Mr Tentacles has done more to promote recumbent bicycles than British Cycling and the UCI put together...

Given British Cycling's conservative and reactionary attitude to the likes of us, I might perhaps chuckle a little at the irony of over two and a half thousand conservative and reactionary Surrey residents signing up, in reaction to the RideLondon event, to a petition to stop it:

Except that the real agenda seems to be to campaign against the increasing popularity of cycling.  We all know the kinds of behaviours that the attitudes reflected in the petition's wording can lead to.  There's a far more reasonable response, should you choose to support it, at:

I was walking through Hemel Town Centre with the wife this morning (well, I say "with" - she was obviously the statutory 10 paces behind...) when a yoof on a scruffy (probably stolen) BMX-type thing came past from behind as close and as fast as he could shouting "nnnnnneeeeeeeeooooooooowwwww" or something to that effect.

He did the same to an elderly lady a bit further along...

I would strongly argue however that Hemel Hempstead does not have a cyclist problem... It has a problem with plonkers...
