You can still buy and sell HPV related items (as long as you are not doing it commercially) on the other forum... http://www.british-human-power.com/forum/default.asp?C=5&title=market-place
The "old" forum effectively split in two at the end of last year...
This is now the BHPC forum. It is funded by BHPC members and some parts of it are reserved for club members only...
You will need to join the club if you want to have access to those areas.
The other forum is for more general HPV discussions and is open to everybody.
