A new 1km road circuit opened in Leicester a couple of days ago:

It looks fairly basic but possibly good for a weekend with Darley Moor, Derby, or even Mallory Park. £35/hour for non-BC affiliated clubs.

Looks very nice.

Similar kind of layout to Nelson (and that thin loop in the middle would make for an interesting 50 metre one lap time-trial with a couple of very tight corners en-route......).
