Just a clarification of the way we allocate race numbers:

When you first race you can have any number that isn't already in use and you keep that number forever as long as you race at least once every year...

At the beginning of the year the race spreadsheet is "cleaned up" and numbers that haven't been used in the previous year become available again and will be allocated on a first come, first served basis.
